Professional Summary

In the past twelve years, Dr. Jacqueline Frances Flores Momville specialized in public health leadership and governance focused on local health systems and organizational development to provide quality and equitable health services aimed at improving lives of people, especially the underserved.

Since 2018 until the present as the Provincial Health Officer of Agusan del Sur, she championed reforms on systems and processes enhancement, human resource for health development, local health systems integration, budget for health increase, and collaboration with health leaders. During the COVID-19 pandemic in 2020-2023, she led the provincial disaster response for health – institutionalizing disease surveillance, establishing molecular laboratory, ensuring vaccination, upgrading hospitals, and building a resilient provincial health system.

With Zuellig Family Foundation (2015-2018), she worked with local, regional and national leaders espousing the practice of bridging leadership to improve health systems for better health outcomes of the people. During her service as Municipal Health Officer and Municipal Nutrition Action Officer in the island municipality of Sabtang, Batanes under the Doctors to the Barrios of the Department of Health (2012-2014), she standardized salary of health workers, established primary healthcare facilities, ensured health services reached the barangays, empowered the community health workers, and sustained nutrition efforts.

She graduated with honors in Bachelor of Science in Biology from the Ateneo de Manila University. She took medicine at University of the Philippines – Manila and awarded for community service. She earned her Master in Public Management Major in Health Systems Development at the Development Academy of the Philippines and garnered silver medal for academic excellence.

She is currently the Secretary and founding board member of the Philippine Society of Public Health Physicians (PSPHP), the Vice-President and a founding partner of Alliance for Improving Health Outcomes, Inc. (AIHO), and the Assistant Treasurer of the Provincial Health Officers Association of the Philippines (PHOAP).
